The Swisher ESP Safety Shelter has been thoroughly tested and approved by the National Wind Institute at Texas Tech University. It successfully withstood nine direct impacts from 15 lb. 2x4s traveling at 100 mph, which simulates the destructive force of an EF5 tornado with 250 mph winds.
This above-ground safety shelter meets or exceeds all requirements outlined by the National Storm Shelter Association (NSSA), FEMA 320, and ICC-500 standards. Designed for Emergency, Security, and Preparedness (ESP), it provides powerful multi-purpose protection against both natural disasters and man-made threats.

Each unit is certified to be in compliance with NSSA standards and is engineered to meet or exceed FEMA P320/P361 and ICC-500 code requirements, as long as the included installation guidelines are followed. A step-by-step checklist is provided with each unit to ensure proper setup.
Every ESP Shelter is crafted in the USA, fully designed by Registered Structural Engineers, and has gone through a rigorous third-party review. FEMA P-320 Statement: âHaving a safe room built for your home or small business can help provide ânear-absolute protectionâ for you and your family or employees from injury or death caused by the dangerous forces of extreme winds.â
FEMA P-361 Definition of Near-Absolute Protection: A level of safety offered by a safe room that is built according to the latest FEMA P-361 guidelines. Based on current knowledge of tornadoes and hurricanes, these safe rooms provide a very high probability of protecting occupants from serious injury or death.
All items must be returned within 30 days from the date they were received.
All items must be in original packaging and not altered or damaged in any way.
There will be a 25% restocking fee for all items returned.
Before returning an item, the customer must call SAI Customer Service at 1-800-222-8183 for an RMA number.
The RMA number must be visible on the outside of the return packaging.
All return freight is the responsibility of the customer.
All credit refunds will appear on the credit card statement once the items are returned and processed. Â Please allow 5-7 business days for the credit to be complete.
SAI reserves all rights in making the final decision if an item should and will be returned, or if the return is not deemed necessary. Â If there are any questions regarding the return policy, please contact an SAI representative and they will be happy to assist you.
Orders can be placed at any time. Our handling times are 1-2 business days (Monday to Friday) with a cut-off time of 2pm EST Monday to Friday, any order after this time will be handled the next business day. Your order will take 4 to 7 business days for transit, which will be done through Free Economy Shipping. We ship exclusively within the U.S. We do not support international deliveries.
The majority of our orders are delivered via third-party large freight carriers. If any part of your order uses this method, we'll reach out to arrange a curbside delivery slot. Ensure your phone number is accurate during checkout.

All sales are final. Returns and refunds for Liberator Rocket Heaters are generally not accepted, except in cases of valid warranty claims. The customer is responsible for all return shipping costs if a return is approved.
BOGO Promotions
For BOGO promotions, both items must be returned for a full refund. If only one item is returned, a replacement will be offered. If your order has already shipped, you will be responsible for return shipping charges and a possible restocking fee.
